He also threatened the users with excommunication if the authority finds them defied the law.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The officials even warned corporal punishment in the manner of cutting off the offender&#8217;s noses or executing them.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Despite this warning, there were many who believed in the significant value of cannabis. Some scholars even declared that it was good for the body and mind.<\/span><\/p>\n<p style=\"text-align: justify;\"><em>Most travelers assume that weed is legal in the Netherlands. But is that really the case?\u00a0Read on to find out!<\/em><\/p>\n<h2 style=\"text-align: center;\"><strong><span data-preserver-spaces=\"true\">How is The Cannabis Policy in The Netherlands?<\/span><\/strong><\/h2>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Contrary to common understanding, cannabis is <strong>ILLEGAL<\/strong> in the Netherlands. The government has <em>decriminalized cannabis use<\/em>. The authorities allow the possession of a small quantity of marijuana, but weed is not entirely legal in the Netherlands.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The government introduced an experiential program that intends to examine the effects of cannabis legalization, standardization, and taxation.<\/span><\/p>\n<p style=\"text-align: justify;\"><em><span data-preserver-spaces=\"true\">Let&#8217;s dig deeper!<\/span><\/em><\/p>\n<h3 style=\"text-align: center;\"><strong><span data-preserver-spaces=\"true\">The Dutch Cannabis Legalisation Program<\/span><\/strong><\/h3>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">This program began with <strong>ten Dutch municipalities<\/strong>, but they excluded Amsterdam. The plan was limited to small- to medium-sized cities of 38,000 to 200,000 inhabitants for the time being.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The authorities picked these cities because they are small enough to make implementation easy but big sufficient to support coffee shops.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Each of the municipalities involved in the program will only <strong>permit the sale of cannabis products<\/strong> that marijuana breeders have sourced in the Netherlands.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\"><strong>The coffee shops<\/strong> in the participating municipalities will only be permitted to sell marijuana, which the authorities have monitored and tested. It also had to have an accurate label of its tetrahydrocannabinol (THC) ratio.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">By forming a legal cannabis sales system, the success of the pilot program should serve as a template for other cities. But the process of getting legal producers and approving them seems to be a long one. <\/span><span data-preserver-spaces=\"true\">You might not see legal marijuana on the racks of associating coffee shops until 2021.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">It will apparently take some years until the governments will apply the template to big cities such as Amsterdam. Until then, coffee shop administrators will have to move to do as best they can.<\/span><\/p>\n<h3 style=\"text-align: center;\"><strong><span data-preserver-spaces=\"true\">What is a &#8216;<\/span><em><span data-preserver-spaces=\"true\">Weed Pass<\/span><\/em><span data-preserver-spaces=\"true\">&#8216;?\u00a0<\/span><\/strong><\/h3>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The government launched the so-called\u00a0<\/span><em><strong>Weed Pass<\/strong><\/em><span data-preserver-spaces=\"true\">\u00a0to prevent non-Dutch citizens from haunting coffee shops. It was trialed in some of the southern regions of the country \u2013 including the city of Maastricht. But most cities and towns have reportedly rejected the plan.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The weed pass is still in effect today. <em>Only Dutch citizens may utilize coffee shops.<\/em> The only exception to this is Amsterdam, on a condition that coffee shops must be at least 250m faraway from a school.<\/span><\/p>\n<blockquote>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Due to this rule, approximately 175 coffee shops survive in Amsterdam, half the amount of coffee shops in the &#8217;90s!<\/span><\/p>\n<\/blockquote>\n<h2 style=\"text-align: center;\"><strong><span data-preserver-spaces=\"true\">Is Medical Marijuana Legal in The Netherlands?<\/span><\/strong><\/h2>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">As you might know, the Netherlands is <strong>one of the first nations in the world<\/strong> to legalize marijuana for therapeutic objectives.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\"><img decoding=\"async\" class=\"size-full wp-image-18038 alignright\" src=\"https:\/\/420expertadviser.com\/staging\/wp-content\/uploads\/2020\/09\/6-13.jpg\" alt=\"cannabis and the Netherlands\" width=\"300\" height=\"180\" \/>Opinions began changing in 1993 when the Netherlands became the first EU nation to introduce a forerunner to its contemporary medicinal cannabis program.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">In 1999, when Els Borst, who was the Health Minister at that time, supported its use. The government commenced developing something more concrete.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">After two years, the country started producing and prescribing marijuana to patients. The\u00a0<\/span><strong><span data-preserver-spaces=\"true\">Office of Medicinal Cannabis\u00a0<\/span><\/strong><span data-preserver-spaces=\"true\">was also established at this time.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The government gave two companies licenses in 2003, allowing them to produce cannabis products for medical purposes.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">One of those products,\u00a0<\/span><strong><span data-preserver-spaces=\"true\">Bedrocan<\/span><\/strong><span data-preserver-spaces=\"true\">, is among the most extensively used cannabis medicine in the world. The Office of Medical Cannabis strictly controls and observes all the production.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The government is now interested in adding a further government license, allowing other companies to grow cannabis for medical and experimental objectives.<\/span><\/p>\n<h3 style=\"text-align: center;\"><strong><span data-preserver-spaces=\"true\">CBD and Hemp<\/span><\/strong><\/h3>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The government doesn&#8217;t allow CBD production in the Netherlands, but it is <strong>legal for private usage<\/strong>. The legal status of CBD originates from old legislation, which was more concerned with the production of hash oil than CBD.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The Netherland government changed <strong>the Opium Act<\/strong> 1999, legalizing hemp for industrial production. It indicated that it was legal to cultivate hemp plants with a THC ratio of under 0.2%, but not for producing CBD, as it is an extraction of the plant.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">However, there is a loophole in the act. If the hemp is cultivated in the Netherlands, then processed into CBD outside, it can be lawfully sold in the Netherlands again.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Contradictory to public belief, it must contain a <strong>THC ratio of less than 0.05%, not 0.2%<\/strong>.<\/span><\/p>\n<h3 style=\"text-align: center;\"><strong><span data-preserver-spaces=\"true\">Can You Possess and Consume Cannabis in The Netherlands?<\/span><\/strong><\/h3>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The Netherlands government categorizes drugs into <strong>two categories:<\/strong><\/span><\/p>\n<ul>\n<li style=\"text-align: justify;\"><strong><span data-preserver-spaces=\"true\">List 1:<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0<em>&#8216;Hard&#8217; drugs<\/em> are regarded as harmful to health, such as heroin, cocaine, ecstasy, and GHB.<\/span><\/li>\n<li style=\"text-align: justify;\"><strong><span data-preserver-spaces=\"true\">List 2:<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0<em>&#8216;Soft&#8217; drugs<\/em> that profess less risk, like tranquilizers and cannabis.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">All drug laws are basically formed on the base of the 1928\u00a0<\/span><strong><span data-preserver-spaces=\"true\">Opium Act<\/span><\/strong><span data-preserver-spaces=\"true\">, which states that possession of any drugs, either list 1 or 2, is illegal.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">However, the\u00a0<\/span><strong><span data-preserver-spaces=\"true\">Opium Act Directive<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0also declares that the local authorities tolerate cannabis usage at certain outlets known as coffee shops.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\"><img decoding=\"async\" class=\"size-full wp-image-18039 alignleft\" src=\"https:\/\/420expertadviser.com\/staging\/wp-content\/uploads\/2020\/09\/5-13.jpg\" alt=\"cannabis and the Netherlands\" width=\"300\" height=\"180\" \/>This is called <strong>&#8216;<\/strong><\/span><strong><em>gedoogbeleid<\/em><\/strong><span data-preserver-spaces=\"true\"><strong>,&#8217;<\/strong> which means a toleration policy. So, in opposition to popular belief, marijuana is decriminalized rather than legalized. In March 2017, there were 567 coffee shops in the Netherlands.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Some times, the law does come into action for the use of weed. For instance, the police can prosecute you if they find your use of cannabis harmful to young people, such as smoking it near a school or on public transport.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The local authorities decide about the prosecution, not the government. Technically, the officers can send you to jail for possessing even small amounts of weed.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The threshold for what composes a <strong>&#8216;small amount&#8217;<\/strong> is five grams. If you possess over this volume, you could be subject to a penalty (\u20ac75) if you&#8217;re a first-time offender. You might end up in jail if the police find you with a more considerable amount.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">If the police find you with under five grams of weed, the authority will probably seize it, and you won&#8217;t be sued or punished.<\/span><\/p>\n<h3 style=\"text-align: center;\"><strong><span data-preserver-spaces=\"true\">Can You Grow Cannabis in The Netherlands?<\/span><\/strong><\/h3>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Cannabis cultivation is formally illegal, though <strong>raising a few plants at the house<\/strong> for private use is decriminalized. If the authorities find you with five cannabis plants or less, the police will apparently seize them without prosecuting you.<\/span><\/p>\n<blockquote>\n<p style=\"text-align: justify;\"><em>The\u00a0&#8220;private use&#8221;\u00a0aspect here is critical. It should be clear that the producer does not mean to sell weed. If officials detect at least two signs that it might be a commercial planting service, they might execute. These signs can be artificial lightning, air-conditioning, timers, etc.<\/em><\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Being caught with a higher quantity of plants is taken more severely. You might get communal service or several years of confinement.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The authorities might <strong>increase the sentence<\/strong> for those working as part of a criminal group, if the seedlings were a fire-hazard, or if the plantation was booby-trapped.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">There have been some <strong>unusual court cases<\/strong> concerning cannabis plantation. An interesting event is that of two producers whom the police arrested in 2014. The court ordered that even if they had broken the law by cultivating 2,500 cannabis plants, they would not be punished.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">To defend the judgment, the judge pointed out that the two breeders grew the cannabis plants safely and responsibly, following the Dutch policy of tolerance. This was a memorial case, implying a transformation in approach towards cannabis cultivation in the nation.<\/span><\/p>\n<h3 style=\"text-align: center;\"><strong><span data-preserver-spaces=\"true\">What are Grow Shops?<\/span><\/strong><\/h3>\n<p style=\"text-align: justify;\"><em>There have been grow shops in the Netherlands since the 1980s. These stores sell almost anything needed to grow cannabis under artificial lighting.<\/em><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Most of the clients buy such items legally to grow cannabis in their own homes illegally.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The popularity of grow shops soon increased. In the 1990s, similar enterprises developed in Germany and Switzerland. There were grow shops worldwide by the millennium, in places like the USA and South America.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The unwritten rule has always meant that the stores can stay in the market, as long as they don&#8217;t sell cannabis. Until lately, the government allowed the Dutch grow shops to sell seeds, but this has since been declared illegal.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">In 2015, the Dutch grow shop&#8217;s future was put under threat due to the introduction of the Growshop Act.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The new law declared that, while the shops could continue to sell the device, they could just operate as a kind of &#8216;florist.&#8217;\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">If the shop-owner knows that one of his customers is illegally cultivating cannabis, they could be seen as liable for <em>&#8216;aiding and abetting.&#8217;\u00a0<\/em><\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The Dutch police have been working on the law and regularly sell seized tools at auctions. <\/span><span data-preserver-spaces=\"true\">Growshop-owners across the country presently trust that the government might reverse the restrictive law.\u00a0<\/span><\/p>\n<h3 style=\"text-align: center;\"><strong><span data-preserver-spaces=\"true\">Is Selling Cannabis Allowed in The Netherlands?\u00a0<\/span><\/strong><\/h3>\n<p style=\"text-align: justify;\"><em>The Dutch authorities see soft drugs, such as cannabis and hashish, as less damaging than hard drugs, such as cocaine, ecstasy, or heroin, and they treat them as such.<\/em><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">To separate the soft drug trade from the hard one, the authorities tolerate the sale of soft drugs in coffee shops. By adopting this stance, the authorities want to <strong>prevent the general public<\/strong> from contacting criminal drug dealers who might sell hard drugs.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">But despite the government&#8217;s efforts, criminal drug dealers control the Dutch cannabis exchange. And, sometimes, the laws themselves make this situation possible.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">In the Netherlands, <strong>selling cannabis in coffeeshops is legal<\/strong> and often profitable, but growing and distributing it are not. Sometimes, coffee shop owners or managers need to depend on the illegal cannabis exchange to stock their shelves with fresh products and keep their customers happy.<\/span><\/p>\n<h3 style=\"text-align: center;\"><strong><span data-preserver-spaces=\"true\">Where to Buy High-quality Cannabis Seeds in The Netherlands?\u00a0<\/span><\/strong><\/h3>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">One reason that the Dutch introduced the coffee shop system in the 1970s was to differentiate the purchase of soft drugs and hard drugs. Nor is it required when you have a coffee shop. However, in 2012, a Dutch Judge decided that local city councils can decide whether to <strong>allow or restrict tourists<\/strong> from using coffeeshops.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Just a couple of areas in the south of The Netherlands have cast a ballot to prohibit visitors from using the coffeeshops.
